According to the Harry Potter Galleries, a company called Birds & Animals Unlimited is providing dogs, cats, rats and owls for the movie. This came from a recent New York Post article:

Currently, Barkin is in Canada training a team of border collies for “Winterdance,” a movie about sled dogs, starring Cuba Gooding Jr., while her boss, Birds and Animals founder Gary Gero, is busy in England on the set of “Harry Potter,” which will feature dogs, cats, owls and rats.
